A residence permit for foreign nationals can be issued in the Republic of Serbia for the purpose of residence:
- na kratkotrajnom boravku (do 90 dana u bilo kom periodu od 180 dana)
- boravku po osnovu vize za duži boravak – O ovome smo detaljnije govorili u tektu Visa regime.
- privremenom boravku – U slučaju zapošljavanja i stručne specijalizacije, obuke ili prakse izdaje se jedinstvena dozvola (boravišna dozvola i radna dozvola). U svim ostalim navedenim slučajevima izdaje se dozvola za privremeni boravak.
- Permanent residence – continuous temporary residence based on a residence permit for a minimum duration of three years.

SUBMITTING A REQUEST FOR OBTAINING RESIDENCE PERMITS.
The request for approval or extension of temporary residence is submitted by the foreigner in person or electronically to the competent authority on the prescribed form. This request can also be submitted electronically from abroad.
The basis for submitting a request for temporary residence must be identical to the basis for issuing a long-stay visa.
The request for the extension of temporary residence can be submitted no earlier than three months and no later than the expiration of the validity period of temporary residence.
The competent authority decides on the request for approval or extension of temporary residence within 30 days from the date of submission of the request.
GENERAL CONDITIONS FOR OBTAINING PERMITS:
Along with the request for approval or extension of temporary residence, the foreigner submits:
1) Valid personal or official passport – it must be valid for at least three months longer than the period for which temporary residence approval is sought.
1a) Valid national identity card of the country of citizenship, if, in accordance with the applicable regulations, the person can enter the Republic of Serbia with an identity card;
2) Proof of means of subsistence during the planned stay;
3) Residence registration or address of residence in the Republic of Serbia;
4) Proof of health insurance during the planned stay;
5) Evidence justifying the request for temporary residence approval, as well as other documents as requested by the competent authority;
6) Proof of payment of the prescribed administrative fee.
The foreigner who is a member of the immediate family of a citizen of the Republic of Serbia, the foreigner who is employed, and the immediate family members of the employed foreigner are exempt from submitting proof of means of subsistence and health insurance.
Temporary residence can be granted for a period of up to three years and can be extended for the same period, depending on the reasons for which temporary residence is granted.
UNIFIED PERMIT
Based on the unified permit, a foreigner has the right to temporary residence and work in the Republic of Serbia, in accordance with the law. They have the right to work in the Republic of Serbia in accordance with regulations governing the employment of foreigners in the Republic of Serbia, without the need for a unified permit.
The request for issuance or extension of the unified permit is submitted electronically by the employer on behalf of the foreigner, or by a person authorized by them, through the unified portal. For a foreigner who, in accordance with the visa regime, requires a visa to enter the Republic of Serbia, the request is submitted after entering the Republic of Serbia, during the validity of the long-stay visa for employment purposes.
For a foreigner who, in accordance with the visa regime, does not require a visa to enter the Republic of Serbia, the request is submitted during the period of the foreigner's lawful stay, and it can also be submitted from abroad.
The request for the extension of the unified permit can be submitted no earlier than three months and no later than the expiration of the validity period of the unified permit.

CONDITIONS FOR OBTAINING A UNIFIED PERMIT.
Along with the request for issuance of the unified permit, the applicant submits:
1) važeći lični ili službeni pasoš, odnosno važeću ličnu kartu države čiji državljani, u skladu sa važećim propisima, mogu da ulaze u Republiku Srbiju sa ličnom kartom – mora važiti najmanje tri meseca duže od perioda na koji se traži izdavanje jedinstvene dozvole.
2) Evidence justifying the request for issuance of the unified permit in accordance with the regulations governing the employment of foreigners, as well as other documents as requested by the competent authority;
3) Residence address, home address, or a statement of the intended residential address for the foreigner who submits a request for issuance or extension of the unified permit from abroad.
These proofs are submitted in electronic form, either as the original electronic document or as a digitized document.
The competent authority decides on the request for issuance of the unified permit within 15 days from the date of receiving a complete application. The foreigner personally picks up the unified permit.
Unified permit can be issued for:
1) Employment;
2) Self-employment;
3) Special cases of employment, in accordance with regulations governing the employment of foreigners.
The unified permit for a foreigner can be issued for a validity period of up to three years and can be extended for the same period, depending on the reasons for which the unified permit is issued.
BASES FOR ISSUING PERMITS FOR TEMPORARY RESIDENCE
- Based on education or language learning.
- Based on studying.
- Based on participation in international exchange programs for students.
- Based on scientific research or other scientific and educational activities.
- Based on performing religious service.
- Based on medical treatment or care.
- Based on ownership of real estate.
- Based on family reunification.
- Temporary residence for a minor foreigner born on the territory of the Republic of Serbia
- For humanitarian reasons.
- For foreigners who are presumed to be or are victims of human trafficking.
- Other justified reasons.
PERMANENT RESIDENCE IN THE REPUBLIC OF SERBIA
Stalno nastanjenje je odobrenje dugotrajnog boravka stranog državljanina u Republici Srbiji, koje se dobija ako su izpunjeni zakonski uslovi i ako stranac Republici Srbiji boravi neprekidno tri godine na osnovu odobrenja privremenog boravka. Neprekidnim boravkom smatra se efektivni boravak stranca na teritoriji Republike Srbije, sa mogućnošću višekratnog odsustva iz Republike Srbije do deset meseci ili jednokratnog odsustva do šest meseci, u periodu od tri godine. Npr. vreme koje je stranac koji ima odobren privremeni boravak proveo na izdržavanju kazne zatvora ne uračunava se u vreme koje je potrebno za odobravanje stalnog nastanjenja.
Regardless of the aforementioned, permanent residence will be approved for a foreigner who meets the general conditions, namely:
1) For a minor, if one of the parents is a citizen of the Republic of Serbia or a foreigner granted permanent residence;
2) Who is of Serbian origin;
3) Who is of Serbian descent;
4) For another foreigner, if it is in the interest of the Republic of Serbia.
CONDITIONS for issuing a permanent residence permit
Along with the request for approval of permanent residence, the foreigner submits:
1) Valid personal or official passport or a valid national identity card of the country whose citizens - must be valid for at least three months longer than the period for which temporary residence approval is sought.
2) Proof of possessing means of subsistence;
3) Proof of health insurance;
4) Evidence justifying the request for approval of permanent residence;
5) Proof of payment of the prescribed fee.
The request for permanent residence for a foreigner in the Republic of Serbia is decided by The Ministry of Internal Affairs. within 60 days from the date of submitting the request. A foreigner granted permanent residence is issued a foreigner's identity card.
